Ministry of Home Affairs
MHA consists of MHA Headquarters, 7 Home Team departments and 3 statutory boards, and is known collectively as the Home Team. We work as One Home Team, in close partnership with the community, to keep Singapore safe and secure. Each Home Team Department has its specific roles and responsibilities, working towards a common mission and vision.
Our Home Team officers work tirelessly to keep Singapore safe and secure amidst an increasingly complex operating landscape. The Home Team is constantly innovating to ensure we are always ready and able to respond effectively, and to serve the public better.

Ministry of Social and Family Development (MSF)
MSF started out as a social welfare department to address malnutrition during the Japanese Occupation. Since then, MSF have gone through many mergers and portfolio changes. Working with community and social service partners, MSF strives to support individuals and families through sound social policies and effective initiatives that target their needs.
MSF develops the “heartware” for Singapore through its policies, community infrastructure, programmes and services. MSF’s mission is to nurture a resilient and caring society that can overcome challenges together.
Previously known as the Ministry of Community Development, Youth and Sports, the Ministry was officially restructured on 1 November 2012.

Singapore Prison Service (SPS)
As a correctional agency, SPS enforces secure custody of offenders and rehabilitates them for a safe Singapore. As Captains of Lives, SPS’s vision is to inspire everyone, at every chance, towards a society without re-offending. The tagline: “Rehab, Renew, Restart” emphasises SPS’s commitment to rehabilitate inmates who desire to change, renew and restart their lives for the better, and garner the support of the community.

Yellow Ribbon Singapore (YRSG)
YRSG is a statutory board under the Ministry of Home Affairs.
YRSG’s purpose is to help inmates and ex-offenders rebuild their lives and lower the recidivism rate through skills and long term career development, with an effective aftercare support network.
As the lead agency championing Hope, Forgiveness, Acceptance and Second Chances for ex-offenders, YRSG strive towards building a safer and more inclusive Singapore.

National Council of Social Service (NCSS)
NCSS is the umbrella body for over 450-member social service agencies in Singapore. The mission of NCSS is to provide leadership and direction in enhancing the capabilities and capacity of NCSS member social service agencies, advocating for social service needs and strengthening strategic partnerships, for an effective social service ecosystem. Community Chest is the fundraising and engagement arm of NCSS and Social Service Institute (SSI) is the human capital development arm of NCSS.

YR Cares
Yellow Ribbon Cares Limited (YR Cares) is a registered charity with IPC status that supports ex-offenders, their families and children. Formed through the unification of Yellow Ribbon Fund, Industrial & Services Co-operative Society Limited (ISCOS) and NeuGen Fund, YR Cares brings together decades of experience serving this community. Aimed at building safer, more inclusive communities, the charity supports reintegration, empowers ex-offenders to give back, and strengthens the wider ecosystem through grants for aftercare organisations and community groups. To help prevent intergenerational offending, YR Cares also reaches out to families and vulnerable children with targeted programmes and dedicated case management — nurturing their confidence, resilience, and brighter futures. Singapore After-Care Association (SACA)
SACA was formed in 1956 and registered as a charity and attained Institute of Public Character (IPC) status in 1984. The Association is affiliated with NCSS and is a key after-care agency providing welfare and rehabilitation services for discharged offenders and their families.
SACA aims to assist clients and their families to cope with problems arising from the offending behaviour and the consequent incarceration. This is done with the belief that such assistance would give clients the chance to reintegrate into society successfully thereby reducing the chances of recidivism.

Singapore Anti-Narcotics Association (SANA)
SANA was set up in 1972 to complement the work of CNB in combating drug abuse in Singapore. SANA is a full member of NCSS and is registered under the Charities Act with approved IPC status.
SANA believes the fight against drug abuse starts with building self-worth, and enabling self-determination. Every one of us can rise above influence, instant thrill and self-doubt to stay focused on the people and things that really matter. SANA is focused on connecting with individuals, communities and those at-risk, in every engagement – to inspire positivity, restore hope and invigorate action.
