Find out how to handle documents for inmates, from signing requests to obtaining certificates and paying court-ordered fines.
Signing of Documents
If an inmate needs to sign documents, the inmate must first submit a request through their Correctional Unit Officer.
Once the request has been approved, the inmate will be informed by the institution of the outcome. The inmate should then inform the visitor before the visitor brings the documents to the Prison Link Centre (PLC).
During registration on the day of visitation, visitors should first inform the staff on duty that they are bringing documents for the inmate to sign. Documents submitted during face-to-face visit sessions will be processed and returned on the same day.
Documents submitted during tele-visit sessions or on non-visit days will require at least five working days to process.
For document handover during tele-visit sessions, visitors should proceed to the relevant PLC based on where the inmate is housed:
PLC Changi: For inmates housed in Cluster A and Cluster B
PLC Tanah Merah: For inmates housed in Tanah Merah Prison
PLC Selarang: For inmates housed in Selarang Complex
Letter of Incarceration
A Letter of Incarceration (LOI) is a letter indicating that a person is incarcerated. Inmates can request for a LOI to be sent to their family members.
You may request for an LOI during your next face-to-face visit registration and it will be provided to you within the same day. For requests made during tele-visit registration, it will take five working days to process before you can collect the LOI.
Family members can also write in to our online feedback form (opens in new tab) for alternative arrangements, on a case-by-case basis. You must also state the purpose for the request, which is subject to the inmate’s consent.
Loss of Documentary Proof
Birth Certificate
Visitors can apply for a certified birth extract on behalf of the inmate via ICA Website (opens in new tab).
Marriage Certificate
Visitors can apply for a duplicate copy of their marriage certificate from the Online application (ROM) (opens in new tab) or Online application (ROMM) (opens in new tab). Self-help kiosks are also located at Registry of Marriages (ROM) and Registry of Muslim Marriages (ROMM).
Proof of Relationship for Foreigners
For inmates who have been ordered by the Courts to pay compensations, fines or penalties, their next of kin (NOK) or family members can contact the State Courts (opens in new tab) ( 1800-587-8423) on how to go about making the payments on inmates’ behalf.
Upon payment, NOK or family members can update the payment receipt via http://go.gov.sg/uploadpaymentreceipt (opens in new tab).
Please provide a scanned copy or photo of the Payment Receipt for our follow-up actions.
Payment of Fines, Compensations or Penalties
