Community Based Programmes
CBPs help supervisees reintegrate by strengthening family connections, employment, and positive contributions to society.
Inmates may be emplaced on Community Based Programme (CBP) towards the tail end of their sentence. CBP gives inmates the opportunity to reintegrate into society with the help of their family members and the community.
CBP allows inmates to take their first steps towards reintegration back to society through the strengthening of family bonds and gainful employment, education or skills upgrading.
Eligible inmates will be assessed for CBP. SPS makes a holistic assessment of their suitability for the CBP, taking into consideration rehabilitation progress, general conduct and reintegration plans. No applications from inmates or their next-of-kin is needed. If assessed to be suitable for CBP, the inmate’s next-of-kin will be informed in due course.
*In the absence of a suitable family member, a person with a proven pro-social relationship with the inmate may undertake him or her for CBP, subject to assessment and approval by SPS.
OVERVIEW OF CBP
All penal inmates will be assessed for their suitability for CBP. Some inmates are legally excluded from CBP due to the type of offence committed. Inmates will only be considered for CBP after they have served at least half their sentence after remission. Those assessed to be suitable for CBP may be emplaced for up to 15 months prior to their release, depending on the recommended CBP scheme.
All Drug Rehabilitation Center (DRC) inmates will be assessed for their suitability to be emplaced on CBP after they have completed their rehabilitation programmes in the DRC.
Home Detention/ Residential
This scheme aims to promote the reintegration of inmates into society with the help of their family members and community. They will reside at home under specified conditions, which include curfew monitoring, urine testing, and counselling. They should also be working, studying, or undergoing skills training.
Employment Preparation / Day Release Scheme
This scheme aims to engage inmates in meaningful and productive work or skills training outside of prison premises and to guide them towards a gradual reintegration into society. Inmates will reside at Institution S2, Selarang Park Complex, and may be placed on home leave towards the end of the CBP duration, subject to good conduct and progress during the programme.
Halfway House Scheme
The Halfway House (HWH) Scheme provides a more structured environment to support inmates with drug rehabilitation needs to reintegrate into society with the help of SPS's halfway house partners. Inmates will reside at the halfway house assigned to them to undergo various interventions, such as counselling, skills training, employment, and other reintegration programmes. They may be placed on home leave towards the end of the CBP duration, subject to good conduct and progress during the programme.
No application is needed.
Eligible inmates will be notified of their CBP suitability and programme duration. Those found suitable will attend a pre-emplacement briefing by Reintegration Officers.
During their CBP, all inmates will be assigned to Reintegration Officers for their monitoring and supervision.
Family members will be notified through emplacement letters sent to them.
PRE-EMPLACEMENT
For Inmates
Once inmates are approved for CBP, they will undergo a Re-entry Preparation Programme prior to their emplacement. Reintegration Officers from Community Corrections Command (COMC) will also conduct a pre-emplacement interview and briefing for the inmates on the conditions and expectations of CBP.
For Family Members
For emplacement to House Detention (HD) / Residential Scheme (RS), the main visit cardholder will receive a text via Short Message Service (SMS) providing the inmate’s tentative date of emplacement and an undertaking form to seek his/her support for inmate to serve CBP at home. A notification letter will also be mailed to the family members, with the date of emplacement indicated. Family members are advised to go through details of the Family Briefing Form via the QR code and link provided in the letter.
For emplacement to Drug Rehabilitation Center (DRS) / Employment Preparation Scheme (EmPS) / Halfway House Scheme (HWH), a notification letter providing details on the scheme and the relevant contact information will be sent to the family members prior to emplacement.
Upon confirmation of CBP emplacement date, family members can hand over a set of clothing, including footwear for the inmates at the specified visit registration counter during their scheduled visit at least two weeks before the emplacement date, for the supervisee to wear on the day of CBP emplacement. If that is not possible, the clothing can be brought on the day of emplacement.

DAY OF EMPLACEMENT
Depending on the type of CBP, only inmates who are emplaced on Home Detention (HD) /Residential Scheme (RS) will be released from Selarang Park Community Supervision Center (SPCSC). The estimated time of release are Mondays to Saturdays (except public holidays) between 12:30pm and 2:30pm.

For Inmates (Supervisees-to-be)
On the day of emplacement, inmates will undergo a briefing on the supervision conditions by their assigned Reintegration Officers (RO) at Selarang Park Community Supervision Centre (SPCSC) (opens in new tab). Electronic tagging will also be done on emplacement day. Once emplaced on CBP, inmates will be known as supervisees.
Conditions of CBP
All inmates on CBP are subject to supervision conditions including curfew hours, mandatory reporting, scheduled urine test and undergo employment/vocational training/education. Inmates are also known as supervisees once they are emplaced in the community.
Supervisees who committed any breach or misconduct may be subject to recall to prison/DRC.
For Family Members
For HD/RS emplacements, family members who wish to be present on the emplacement day at SPCSC are encouraged to arrive by public transport. For those who choose to drive, please note that parking within SPCSC is on first-come, first-served basis, limited to one vehicle per supervisee. Family members will have to show the original emplacement SMS notification (sent from SPS) to the sentry officer for verification before the vehicle is allowed entry.
